This report contains observations and insights into effective leadership of high-needs schools. The report is based on in-depth focus groups with principals and sixteen one-on-one interviews with superintendents and other high-ranking education officials, including a state superintendent of education. Through examining the qualitative data gathered, the report attempts to understand and explain the best ways to recruit and sustain top leaders in high-needs schools.
