This report reviews how existing federal, state and local law policies and procedures affect the human rights of students attempting to re-enter traditional schools after contact with school discipline or juvenile justice systems. This student population encounters multiple barriers to re-entry into the educational system effectively shutting them out of the system entirely. Many of these youth, who often hail from low-income, often violence-plagued communities will not finish high school, thus limiting their career prospects and increasing their likelihood of future involvement with the criminal justice system. Recommendations are outlined for changes to existing laws and policies at all levels which would create multi-system partnerships to serve students' underlying needs and help facilitate more successful re-entry.
