Subject: Making Social and Emotional Learning Programs Culturally Responsive

Description: Schools are increasingly using evidence-based programs that promote student’s social and emotional learning and academic achievement. However many educators are faced with the need to adapt these programs to be more culturally responsive to Latino students, their families and other diverse populations. How can schools stay true to an effective program model while still addressing their community’s needs?
The National Center for Mental Health Promotion and Youth Violence Prevention’s Latino Networking Group will be hosting an interactive webinar (conference call and web-based visuals) to explore strategies for making social and emotional learning programs culturally responsive. Our presenters, Arlene DeLaLuz and Janet Koza from the Open Circle Committee at the Joseph A. McAvinnue School in Lowell, MA will share their successes and challenges in implementing the Open Circle social and emotional learning program in their richly diverse school, which provides special programming and staffing targeted for students whose primary language is Spanish and the Indian language of Gujarati. All interested program personnel and community partners working with schools in your district are welcome to attend.

This Project Director Consortia meeting will take place in a “to be named” location. Prior to the meeting, all grantee sites will provide input as to specific meeting topics to be addressed. Work sessions will address these topics, with input from technical assistance staff, project directors, and consultants. The meeting will allow project directors from 2005, 2006, and 2007 SS/HS sites to meet and learn from each other’s experiences. TASs and CSs will be available to work closely with individual project directors to apply what they are learning to their own sites. As a followup to last year’s Evaluation Meeting, the FY 2007 SS/HS grantees will be encouraged to bring their local evaluators. Webinar: Demystifying New Media and Web 2.0

This Webinar will provide an overview of new media technologies. New media (or Web 2.0) moves from the traditional “static” Web site to interactive avenues for communication (e.g., blogging, social marketing, twittering, wikis). Effective communication can improve participation in programs and services, garner critical support from key stakeholders and audiences, and support the SS/HS initiative’s sustainability efforts. This valuable training introduces new grantees to the best practices and fundamental skills of communication and social marketing. Topics are likely to include: communication planning, media outreach, materials development, and outreach to key stakeholders and audiences.

The Full Service Community Schools: Schools and Community Sharing Responsibility for Student Success

Public agencies, community-based organizations, neighborhood groups, and faith-based institutions must all work together to help young people succeed. The Full Service Community School represents this vision of shared responsibility for our young people. Presenters discussed how local school districts and their communities are bringing this vision to life by weaving together resources from multiple federal grants including SS/HS, 21st Century Community Learning Centers and others, and integrating those programs with local assets in a sustainable, results-focused way.

Evaluation Meeting

Description: This meeting, intended for all FY 2007 SS/HS Grantee Project Directors in partnership with their local evaluator, took place in Washington, D.C. The National Evaluation Team (NET) presented information on goals, outcomes, and data collection for the SS/HS National Evaluation. The Communications Team addressed how grantees can effectively communicate evaluation results to diverse audiences. Technical Assistance Specialist staff from the National Center for Mental Health Promotion and Youth Violence Prevention presented the “Evaluation Toolkit.” Technical assistance support for revising logic models and completing evaluation plans were also provided.
To complement the meeting, the National Center has created a self-paced, on-line course that reviews basic concepts of evaluation and creates a context for what you will hear at the meeting. Ground Zero to Launch: Implementation of Best Practices & Evidence Based Interventions in Rural and Tribal Communities–Focus on Mental Health

Description: This opportunity allowed those who are serving rural and/or tribal communities to obtain information and share strategies and resources relevant to best practices in implementation of mental health services. Dolores A. Jimerson, MSW, Director of Community Development for National Indian Child Welfare Association (NICWA) shared about NICWA's work with Circle of Care grantees through the Center for Mental Health Services which was targeted specifically at enabling Indian communities to evaluate their current children’s mental health system and develop a model program based on the systems of care principles.

Cultural and Linguistic Competence: The National Center's Framework

Connecting Social and Emotional Learning with Mental Health Promotion, Early Intervention, and Prevention in Schools

Description: Social and emotional learning (SEL) involves processes through which children and adults develop fundamental emotional and social competencies to recognize and manage emotions, develop caring and concern for others, establish positive relationships, make responsible decisions, and handle challenging situations constructively. Social and emotional learning that emphasizes skill development within a supportive school culture also creates a solid foundation to enhance the impacts of early and intensive mental health intervention for children and youth. SEL does not replace the need for mental health services; rather, they are complementary and create a synergistic effect in schools.
This teleconference, hosted by the Collaborative for Academic, Social, and Emotional Learning (CASEL) at the University of Illinois in partnership with the National Center, explored the integration of SEL and Mental Health. During the call, participants learned about and discussed:
- Effective strategies/activities for integrating SEL and MH
- SS/HS sites that are effectively integrating SEL and MH
- How other sites are using SEL as a foundation to support the mental health of all students in their projects

Bridging the Gap in Rural Communities: Accessing Behavioral Health Services Through Telehealth

Description: Children, youth, and families living in rural and frontier communities face significant disparities in access to quality behavioral health services. Presenters shared an innovative model for using telecommunications to reach children, youth, and families in rural Appalachian Ohio and in other rural locations. Participants learned about how technology is used for telepsychiatry, tele-psychotherapy, clinical supervision, case consultations, workforce development, and management functions to enhance behavioral health services for children, youth, and their families. Telehealth processes hold great promise for rural and frontier communities working to improve access, acceptability, and availability of behavioral health services and supports. This Webinar was hosted by the Federal Interagency Rural Behavioral Health Workgroup in collaboration with the Technical Assistance Partnership and the National Center for Mental Health Promotion and Youth Violence Prevention.

10 Strategies for Communicating with Latino Families

Description: This teleconference, hosted by the Latino Networking Group offered ten strategies for communicating with Latino families through Safe Schools/Healthy Students. Communication Specialist, Marcela Aguilar, presented different ways to engage Latino families, both in communities with traditionally large Latino populations, as well as those with a growing number of Latinos. Issues of translation and appropriate adaptation of materials for Spanish speakers were also covered. Grantees had the opportunity to interact with each other and share their strategies for communicating with Latinos and increasing their participation in SS/HS programs and services.

Description: The Training Institutes focused on developing local systems of care for children and adolescents with or at risk for emotional disturbances and their families. Systems of care emphasize community-based care, comprehensive and individualized services and supports, services provided within the least restrictive environment, full participation of families and youth, coordination among child-serving agencies and programs, and cultural and linguistic competence. In-depth, practical information was provided on how to develop and operate systems of care and how to provide high-quality, effective, clinical interventions and supports within them.

Social and Emotional Learning and Student Benefits: Research Implications for the SS/HS Core Elements

Description: Research demonstrates the significant role of SEL in promoting the healthy development and academic achievement of all students. It also shows that SEL reduces problem behaviors and emotional distress that interfere with the learning and development of some students. During this teleconference, hosted by the Collaborative for Academic, Social, and Emotional Learning (CASEL) and the National Center, presenters shared the latest research on SEL effects on students and strategies for implementing SEL. They elaborated on how SEL can be an integrative prevention framework that addresses the SS/HS core elements and spelled out implications of the research for SS/HS grantees. Speakers include Roger Weissberg from CASEL and Joe Durlak from Loyola University in Chicago.

Gang Prevention Strategies in Latino Communities

Description: During this teleconference, grantees heard from two experts in the field who gave an overview of current gang-related issues and presented successful strategies for prevention and intervention to foster safer communities.
• Angela Reyes, founder and Executive Director of the Detroit Hispanic Development Corporation, has dedicated much of her professional life to working with “at-risk” and gang-involved youth, and has been delivering workshops on gang prevention to educators, law enforcement, and community partners for several years. D.H.D.C. is considered the leading organization in the regional Latino community in gang prevention/intervention and providing services to high-risk youth.
• Hector Meza, of the San Diego County Office of Education, has been working directly with youth in gang prevention/intervention services, based in both the schools and the community.

Audience: This conference was attended by the project director, a key leadership representative (e.g., superintendent, project director’s supervisor) and the school district’s business/fiscal manager from each grantee site. The overall purpose of this conference was to introduce participants to the administrative, reporting, fiscal, and programmatic requirements of the SS/HS initiative. Attendees met with their Federal project officers (FPOs), communication specialists (CSs), and technical assistant specialists (TASs). Federal staff, technical assistance staff, and other consultants conducted training sessions and presentations that included: (1) an exploration of obstacles and challenges faced by SS/HS sites; (2) an introduction to the technical assistance and support services available to all grantees; (3) an introduction to the evaluation framework; and, (4) the administrative requirements and challenges in managing your SS/HS program.

Returning Home—Rural Veterans and Their Families

Audience: A three- to six-person team from each grantee site. This team should include the project director and school district personnel, mental health, law enforcement, and juvenile justice partners who hold key leadership positions and are integral to the success of the SS/HS program.
This three-day conference brought together teams of 2006 SS/HS grantees to focus on the many strategies for sustainability. The Strategic Planning for Sustainability agenda led participants through a team process focused on overcoming implementation challenges, sustaining valued program activities and services, and creating opportunities to create systems change in the community. The Making Your Mark: Communication for Sustainability agenda built on the work of the National Center’s sustainability meeting to provide specific communication strategies and skills designed to support their sustainability plans. Plenaries and break-out sessions included a focus on identifying potential audiences and partners for sustainability, crafting resonant messages and stories, and delivering those messages in ways that will increase long-term support.

Leading Implementation for Systems Change

As grantees look toward the new calendar year, this Webinar will illustrate how linking their initiative’s events to relevant national observances (e.g., Children’s Mental Health Awareness Day) can raise their profile in their communities, deepen awareness of their issues, increase media attention and even attract new community partners. The Webinar will outline event opportunities, as well as provide guidance on planning and promoting a successful event.
New Grantee Evaluation Meeting

Audience: SS/HS project directors and local evaluators
This meeting, required for all FY 2008 SS/HS project directors and their local evaluator, will take place in Washington, DC. The National Evaluation Team (NET) will present information on goals, outcomes, and data collection for the SS/HS National Evaluation. The Communication Team will address how grantees can effectively communicate evaluation results to diverse audiences. Technical assistance specialist staff from the National Center for Mental Health Promotion and Youth Violence Prevention will present the Evaluation Toolkit. Technical assistance support for revising logic models and completing evaluation plans will also be provided.
