Youth Violence Prevention Program (YVPP) The Youth Violence Prevention Program (YVPP) supported community organizations in creating, sustaining, and expanding coalitions to prevent youth violence, substance abuse, suicide, and other mental health and behavioral problems, and to implement prevention, intervention, and treatment services. These coalitions brought together schools, mental health providers, social service agencies, community centers, juvenile justice agencies, law enforcement, and youth and their family members. Targeted Capacity Expansion (TCE) Program The Targeted Capacity Expansion (TCE) program was designed to increase the capability of cities, counties, and tribal governments to meet mental health needs of their communities. This program helped grant recipients build the infrastructure that addressed regional mental health needs through service linkage, community outreach, and evidence-based interventions. Grants were provided for Prevention and Early Intervention, which supported mental health and early intervention services for infants, toddlers, pre-school and school-aged children, and adolescents in both mental health and other health settings.
