Government Performance Results Act (GPRA)

The Government Performance Results Act (GPRA) was passed with the intent of improving accountability for the expenditures of public funds, improving Congressional decision-making through more objective information on the effectiveness of Federal programs, and promoting a government focus on results, service delivery, and customer satisfaction. GRPA mandates that all Federal agencies must file multi-year performance plans with the Office of Management and Budget that establish “objective and quantifiable” performance goals for activities carried out by programs funded by that agency. Each grant initiative funded by a Federal agency has its own GPRA indicators.

The GPRA indicators for the SS/HS Programs funded between 1999 and 2006 are:

  1. The percentage of sites that experience a decrease in the number of violent incidents at schools during the 3-year grant period.
  2. The percentage of sites that experience a decrease in substance abuse during the 3-year grant period.
  3. The percentage of sites that improve school attendance during the 3-year grant period.
  4. The percentage of sites that increase mental health services to students and families during the 3-year grant period.

SS/HS grantees are required to collect data demonstrating their progress towards these indicators. To assist grantees in this task, the National Evaluation Team (NET), in collaboration with the SS/HS Federal Project Officers, has identified 12 measures that correspond to the 4 GPRA indicators. We recommend that SS/HS grantees collect information on as many of these measures as possible - to the extent that it is feasible and appropriate to program activities. The GPRA indicators for the SS/HS Programs funded in 2007 are:

1. Student Victimization/Perception of School Safety

  • Percentage of grantees that experience a decrease in students who did not go to school on 1 or more days during the past 30 days because they felt unsafe at school or on their way to and from school.
  • Percentage of grantees that experience a decrease in students who have been in a physical fight on school property in the 12 months prior to the survey.

2. Student Substance Use and Abuse

  • Percentage of grantees that experience a decrease in students who did not go to school on 1 or more days during the past 30 days because they felt unsafe at school or on their way to and from school.
  • Percentage of grantees that report a decrease in students who report current (30-day) marijuana use.
  • Percentage of grantees that report a decrease in students who report current (30-day) alcohol use.

3. Mental Health Services Provided

  • Percentage of grantees that report an increase in the number of students receiving schoolbased mental health services.
  • Percentage of grantees that report an increase in the percentage of mental health referrals for students that result in mental health services being provided in the community.
